Overview
Replaces the Japanese locale footer components.containers.footer.legal string, which was still in English, with a full Japanese translation of the OpenJS copyright and trademark disclaimer.

All existing i18n link placeholders (<foundationName>, <trademarkPolicy>, <trademarkList>) are unchanged so footer rendering and link wiring stay the same; only the visible copy for ja updates.
